Description & Overview
Water was never supposed to become personal.
It began with drought. Reservoirs fell, cities grew and governments searched for fairer ways to prevent waste. Smart meters seemed sensible. Higher prices for excessive consumption seemed fair. Personal allowances promised to guarantee everyone enough for essential needs.
Then the numbers began to matter.
Allowances became individual. Exceptional needs required registration. Unused litres could be traded. Prices changed with the weather. Smart valves could reduce household flow remotely. A citizen's past consumption began affecting future access.
Eventually, water no longer belonged simply to the home connected to the mains. It followed the person.
Water by Number is a speculative future history of how a society facing genuine scarcity could gradually transform conservation into allocation, allocation into enforcement and access to one of life's most basic necessities into an administrative entitlement.
There is no single dictator and no sudden collapse of democracy. Instead, each step appears practical, fair or necessary—until the tap itself has become part of a system that knows who you are, how much you have used and how many litres you are still permitted to receive.
